应该是广告主自己设定的，如某些新加入的广告经常是立批的，过了一阵子再申请就变成审核或者直接拒绝了。

不会是首次申请被拒绝之后再发信申请就直接通过吧...外国广告佬还真没准就这么做了，给坚持不懈的人一个机会也是给自己赚钱的机会，还可以省去二次人工审核的费用。
